Boris has the brazen arrogance of a liar who knows that he is not believed, but thinks that underlying public fear of the machine behind him, deliberately conveyed by its mood music, will still induce obedience in those that, in his evil executive rôle, he is meant to control and cull. He seems to find this exhilerating and funny.
